Comprehensive databases for information on Clusters, location-wise or product-wise; BDS Providers for ICT, Marketing, Design, Finance and Training; and Company Database for cluster level search for organizations. Government policy framework at the state and central level influencing the developmental growth paradigm of the MSMEs are presented through pertinent Acts, Policies, Schemes, Agreements and other important reports and documents. National and international ICT initiatives, explanation of basic ICT tools like ERP, CRM, SCM and Project Management are covered in this section along with e-commerce for Indian SMEs and the new regime of e-governance and e-finance. Tools to facilitate assessing the feasibility of new projects, optimizing excess capacities / orders, finding business and business partners and even locating the companies on detailed cluster maps along with Income Tax Calculator, Online Forms and Cargo Tracker all provide invaluable convenience.

Development Commissioner (SSI), Ministry

Since 1996, India is one of the countries where this innovative programme is being implemented by Development Commissioner (SSI) with UNIDO. The aim of the  Cluster Development Programme in India is to enhance the performance and efficiency of clusters of micro, small, and medium scale enterprises (MSMEs) to achieve sustainable development by providing targeted assistance to groups of local firms and associated institutions. This entails the implementation of pilot cluster support initiatives as well as assistance to national and state programmes of cluster restructuring.  

Keeping in view need to launch a broad-based participative Cluster Development Initiative with a holistic approach, the earlier UPTECH Scheme of the O/o DC(SSI) has now been renamed as “Small Industry Cluster Development Programme”. The Ministry is now set to start a large number of Cluster Development initiatives across the country.

The emphasis now in SIDO is on building of in-house capacity by raising a committed cadre of officers well-versed with the concept, methodology and practices of Cluster Development. For this purpose, a Training-cum-Resource Cell for Cluster Development is being created in the premier training Institute of the Ministry, i.e., National Institute of Small Industry Extension Training (NISIET) at Hyderabad. Besides running cluster development programmes on its own, the Ministry also welcomes requests for support in design, implementation and funding of such programmes from capable partner institutions like State Governments, EDIs and institutions engaged in development of SSI Sector.
