Cluster Development Programme of
Department of Industries, Government of Kerala
Government of Kerala in its Industrial Policy 2003, aimed at bringing about a paradigm shift in the industrial scenario in the State. The Policy sought to address the problems faced by the SME sector in the State by equipping them with facilities for up gradation of technology, cost reduction techniques and better management skills.
Industrial Policy 2003 lays great emphasis on Cluster development and states that “sector specific clusters of industrial units will be promoted with the assistance of financial institutions and skill development facilitated through common facility centers and training institutions.”

Role of the Department in Cluster Development
In line with the objectives stated under the Industrial Policy, Government has initiated several steps aimed at ensuring committed efforts towards development of clusters in the State. A few of these are explained below:
1. Government has trained over 80 officials from the Department to enable them to fulfill the role of Cluster Development Agents.
2. Government has short-listed a few thrust sectors where intensive Cluster Developments will be focused during the initial phase.
3. Government has also committed funds for the initial phase of development of clusters in the State. These funds would be utilized for Training of CD Agents, conducting diagnostic studies, initial trust building activities and for preparing project reports. Further funding is also being secured for development of Common Facilities, Testing centers and laboratories and technologies.
4. Underlining its commitment to Cluster Development activity, Government have also launched two new schemes, namely “Margin Money Loan for Cluster Development Activities” and “Grant assistance for Cluster development Activities.”
